Abu Dhabi Unveils Ambitious Digital Strategy 2025-2027 to Lead Global AI-Driven Transformation
The Abu Dhabi Government has launched its groundbreaking Abu Dhabi Digital Strategy 2025-2027, marking a bold leap into a new era of AI-powered governance and innovation. Spearheaded by the Department of Government Enablement – Abu Dhabi (DGE) in collaboration with important government entities, this visionary initiative is set to position Abu Dhabi as a global leader in artificial intelligence and digital transformation. Backed by an impressive AED 13 billion investment, the strategy underscores the emirate’s unwavering commitment to adopting cutting-edge technologies and delivering future-ready government services over the next three years.
The strategy aims to establish a world-class digital infrastructure, creating a flexible and scalable foundation to achieve 100% adoption of sovereign cloud computing for government operations. Additionally, it targets the digitization and automation of 100% of government processes, ensuring seamless and efficient service delivery. A main component of the plan is the development of a unified digital enterprise resource planning (ERP) platform, which will streamline operations, enhance productivity, and drive efficiency across all government entities.
Under the AI for All program, the Abu Dhabi government is investing heavily in training and empowering its citizens in AI applications. The strategy also includes the implementation of over 200 innovative AI solutions across government services, further solidifying Abu Dhabi’s position as a global hub for AI-driven innovation. To ensure the highest standards of cybersecurity, the strategy promotes the development of robust digital guidelines and frameworks, enabling the government to anticipate and address future challenges effectively.
His Excellency Ahmed Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi (DGE), emphasized the transformative potential of the strategy:
“The Abu Dhabi Government Digital Strategy 2025-2027 highlights our leadership's vision of becoming an AI-native government by seamlessly integrating AI across all systems to create a proactive, agile, and fully technology-enabled future". We will change public service delivery, optimize operations, and generate long-term economic growth by integrating AI, cloud technology, and data-driven insights into our government's DNA.”
The new strategy builds on over a decade of digital evolution in Abu Dhabi, progressing from e-government to smart government, and now to AI-powered services for citizens, residents, and businesses across all sectors. Recent initiatives, such as the launch of TAMM 3.0 and the Abu Dhabi Program for Effortless Customer Experience, have laid the groundwork for next-generation digital solutions rooted in AI, sustainability, cloud computing, and data analytics.
The strategy is expected to contribute over AED 24 billion to Abu Dhabi’s GDP by 2027 and create more than 5,000 employment opportunities, supporting the emirate’s Emiratisation efforts. Through strategic partnerships with leading institutions such as the Mohamed bin Zayed University of Artificial Intelligence, the Advanced Technology Research Council (ATRC), and G42, Abu Dhabi is cementing its status as a global hub for digital governance and sustainable development.
By leveraging collaborations with global partners and investing in AI infrastructure, large language models, and upskilling initiatives, Abu Dhabi is poised to lead the way in digital transformation. The Abu Dhabi Digital Strategy 2025-2027 is not just a roadmap for technological advancement but a testament to the emirate’s commitment to shaping a smarter, more sustainable future for all.
